「段階的な情報提供」の意味を勘違いしているかもしれませんが、 常に動くものがリリースされていて、各作業員のファイルは常にそれに同期するというのは、 CVS なり Subversion なりのワーキングコピーをみんなに持ってもらって、 それを update するだけで達成されませんか？ (自分のところはそうしてたりします)
TortoiseSVN なら右クリックメニューから update を選ぶだけですから、難しくありません。
うーん、でもこんなことは当然考えたでしょうから、何か見落してるかのかな…… ちゃんと「インストール」からしないとダメだ、とか？
BTS への入力が意外と面倒ってのは確かにそうですね。精力的に使い出してみて、初めて気付きました。 バグ報告のインターフェースは工夫する価値がありそうです。

なるほど。commit もさせようとしていたわけですね。
自分の場合は、各作業員は checkout/update ができるだけで commit はさせないという運用だったのですが (要するに、各作業員に対しては、一方的な配布ツールとしてのみ使ってもらう)、 commit もありということになると、やはり難しそうですね。
TortoiseSVN なら「ボタンを update だけにする」とかもできるんですが、 (そうでなくても、コマンドを書いたバッチファイルを配ってもいい) commit もありということになると、衝突したらどうとか add しないといけないとか、 そもそもどういったときに commit すればいいのかとか、教えるのには手間がかかりそうです。

◆ 個人用 BTS
hownと似たようなアイデアですが、RandomNoteで やるというのはどうでしょうか。tDiaryのカテゴリ みたいにプロジェクトの名前と[BUG]という印を 書いておいて、検索でエントリを集めるわけです。

人数が多くなると記述のフォーマットをある程度定めた方がいいだろうから、 これが向いてるのは個人向けかな。
